Much of Birch Bay's older housing went up between the 1950s and the 1970s as holiday cabins. Light framing, minimal insulation, basic wiring, and no expectation that anybody would be there in February.
Those buildings are now full-time homes and rentals, and they need genuine work to perform as such — insulation, heating, proper moisture control, upgraded electrical, and very often structural repair where decades of damp have done their work.
We also see a lot of rot here, for the same reasons as Blaine: coastal exposure plus buildings that were not detailed for it. Decks, exterior walls and crawlspaces are the usual suspects.
Because most of Birch Bay is unincorporated, permits go through Whatcom County rather than a city. Shoreline and flood considerations apply to some parcels, and it is worth establishing that before you plan anything substantial.
